A water payment can be confirmed by the payment provider without being matched to the correct water account or allocated to a particular bill. Check the transaction state, account reference and bill allocation separately. A pending attempt is not confirmed money, and a bill should not show a receipt before the payment is applied.
Start with the transaction and water-account reference
If a water payment is not showing on an account, avoid treating every case as a failed payment. The payment may still be pending, or it may be confirmed but waiting for the operator to match its reference. Ask the water provider or property team to check the existing attempt before recommending another payment.
Keep the payment reference, amount, time, recipient and water-account reference together. Share evidence through the provider’s approved support channel. Do not share an M-PESA PIN or one-time sign-in code with someone investigating a bill.
Pending, confirmed and allocated mean different things
A useful water billing system keeps the payment state separate from the bill state. This prevents a pending attempt from reducing an outstanding balance and stops a confirmed but unmatched payment from being applied to the wrong household.
Safaricom’s Daraja C2B documentation describes BillRefNumber as the account reference supplied for Paybill payments. That makes reference matching an important part of an integration; it does not replace checking the provider’s actual transaction outcome.
| State | Meaning in a water-bill workflow | Next step |
|---|---|---|
| Pending | The payment outcome is not confirmed | Check the original attempt |
| Confirmed, unmatched | A payment is confirmed but its account is unresolved | Review the account reference |
| Matched, not allocated | The account is known but the bill is not credited | Review the intended bill |
| Allocated | Confirmed money has been applied to the bill | Show the remaining balance and receipt |

An operator checklist for a payment not reflected
Review the original transaction before creating a new case or asking the resident to repeat the payment. Record who owns the investigation so the customer is not passed between finance and customer care without a clear answer.
- Check the provider-confirmed transaction status using an approved integration or business record.
- Compare the amount and currency with the intended bill.
- Match the account reference to the correct customer and unit.
- Check whether this reference has already been recorded or allocated.
- Explain what remains pending and who will follow up.
Example: a KSh 1,240 water bill
In a fictional WaterPesa example, the bill is KSh 1,240 and the payment attempt is pending. The amount still due remains KSh 1,240. There is no receipt, because a pending attempt is not evidence of collected funds.
If the payment is later confirmed, the team still needs to match it to the account and allocate it to the bill. Only after that allocation does the example show a zero balance and a receipt. Keeping those steps separate makes the explanation useful to both the resident and the finance team.
Check payment exceptions before sending reminders
A reminder based only on an overdue date can frustrate someone whose payment is already under investigation. Review pending payments and disputes alongside the balance, and give the customer a route to help rather than another payment instruction with no context.
WaterPesa’s public operator examples use fictional records to explain these states. They do not confirm real M-PESA transactions or deliver a payment reminder. A live workflow depends on the provider and services connected to the account.
Common questions
Should I pay a water bill again if M-PESA is pending?
Check the original attempt with the payment provider or your water-service team first. A repeated payment can create another transaction without resolving the first one.
Is a confirmed payment the same as a settled water bill?
No. The team must identify the correct account and apply confirmed money to the relevant bill. A partial payment can leave an amount outstanding.
Can WaterPesa trace my real M-PESA payment in the demo?
No. The public walkthrough uses fictional transactions. Real payment investigation requires the relevant provider integration and authorized access.
